Mr. Boirard is currently responsible for IFAD’s portfolio for Pakistan, Mongolia and Iran managing the investment design process and negotiations with the government.

During the last four years, Mr. Boirard managed an average of USD 1 billion portfolios that focused on rural and agriculture transformation, access to rural finance, poverty graduation, public-private partnerships, and youth/women economic integration. Since 2006, he had the opportunity to manage the IFAD programmes for Afghanistan, Sri Lanka, Maldives, Bangladesh, Niger, Sierra Leone, Liberia, Chad and the Central African Republic.
